There is no way a punch that large could make a mark on the 1 that small. It is probably just a gouge or crack.
The 9 is something to look at. It could be a doubled die, or it could be circulation damage. Depending on how much of a hit it may have taken. But I am leaning towrd a class VI doubled die. The reason I mentioned damage is the marks on the date and mint mark show some contact.
You might check coppercoins. Your biggest clue is the mint mark location. Richard S. I is really hard to tell from the picture but from what I can see, it appears to be Machine Doubling! If you can provide a more close-up and in-focus picture, we might be able to make a better assessment of the doubling.

Michael, as Josh pointed out in the community, "The rare steel cent sticks to a magnet and looks silver in color. If your does NOT stick to a magnet and looks like a regular cent then your piece is relatively common and worth 5 to 10 cents. We would need to please see a photo of this coin to verify, so please post a topic in the forum. But it sounds like you have an altered, counterstamped Lincoln cent. Unless the origin of the stamp can be traced, such altered Lincoln cents are generally worth only 2 to 3 cents.
Again, some counterstamped coins are actually worth more because they are collectible as what some might call "exonumia" coins altered, coin or coin-like itemsbut generally only if we can determine the origin of the stamp, which came from a private individual or company outside of the Mint.
